When we attempt to sign up a user for our location, we receive an error message indicating that the email is already taken?

It means this user has another account in the system using the same email address at a different location within your network of locations or with another SphereMail partner. A way around this is to use a different email address, because the system requires a unique email to avoid confusion as to which account they may receive their mail notifications.
