Yes, operators will be charged the per-user fee for all active users added to the system regardless of their role, be that an admin, super admin*, or regular user.
* Each operator gets one free super admin account to manage everything when they first sign up for SphereMail, but the fee will be applied if/when they ask to have additional super admins to manage the same account.
